Narrative:
In an effort to certify controllers quickly; the FAA is trying different training scenarios. It is my understanding that ZMA is 1 of 4 ctrs that is combining the radar associate and radar training. This enables developmentals to certify on 2 radar associate position and then train on the radar for those position. In the area 2 coastal specialty an individual who has been certified on 2 radar associate position is now training on a radar position for which they do not have radar associate certification. It's like learning to walk before you crawl. Additionally; it is my understanding that the hours spent training on radar are being logged on the radar associate position. I expect this is to get the individual more exposure before actually logging hours on the radar. I have to question the legality of this training. Also; it appears the FAA is aware that this new type of training is not working and are; therefore; circumnavigating its intent.

Title: ZMA CTLR EXPRESSED CONCERN REGARDING ZMA/AGENCY TRAINING POLICY AND PROCS.
Narrative: IN AN EFFORT TO CERTIFY CTLRS QUICKLY; THE FAA IS TRYING DIFFERENT TRAINING SCENARIOS. I EXPECT THIS IS TO GET THE INDIVIDUAL MORE EXPOSURE BEFORE ACTUALLY LOGGING HRS ON THE RADAR. I HAVE TO QUESTION THE LEGALITY OF THIS TRAINING. ALSO; IT APPEARS THE FAA IS AWARE THAT THIS NEW TYPE OF TRAINING IS NOT WORKING AND ARE; THEREFORE; CIRCUMNAVIGATING ITS INTENT.
