Captain called on the ground telling me that the runway was notamed shorted by 5;197 feet; the available runway was 8;000 feet. The flight plan paperwork showed no operational notams. The crew was notified by the tower of the NOTAM. I checked with flight service station and the FAA website to confirm that the notams were valid.

Narrative: Captain called on the ground telling me that the runway was NOTAMed shorted by 5;197 feet; the available runway was 8;000 feet. The flight plan paperwork showed no operational NOTAMs. The crew was notified by the tower of the NOTAM. I checked with flight service station and the FAA website to confirm that the NOTAMs were valid.
