Narrative:
I cleared the dash 8 for takeoff on runway 9L and then issued local west 1 crossing at tango intersection on runway 9L behind the dash 8. I immediately changed the crossing to 2 crossing on runway 9L at tango intersection behind the departing dash 8. Local west then cleared the airbus to cross the runway in front of the departing dash 8. The supervisor recognized the situation and told local west to hold the airbus at tango. Local west was stepped on the first time; but after 2 orders to hold short; the airbus replied 'we're holding short; but a dash 8 just took off in front of us.'

Title: PHL Tower Controllers described a loss of separation event when coordination between the Local Controllers to cross a runway with taxiing traffic was unclear.
Narrative: I cleared the Dash 8 for takeoff on Runway 9L and then issued Local West 1 crossing at Tango intersection on Runway 9L behind the Dash 8. I immediately changed the crossing to 2 crossing on Runway 9L at Tango intersection behind the departing Dash 8. Local West then cleared the Airbus to cross the runway in front of the departing Dash 8. The Supervisor recognized the situation and told Local West to hold the Airbus at Tango. Local West was stepped on the first time; but after 2 orders to hold short; the Airbus replied 'we're holding short; but a Dash 8 just took off in front of us.'
