Narrative:
There appears to have been a traffic conflict on departure from lga, probably with jfk airspace. I was departing runway 13 on a la guardia three departure/whitestone climb. The SID calls for a turn immediately after takeoff to a heading of 175 degree, climb to 1500' or the lga 3 DME whichever is soonest. Then a left climbing turn to 040 degree for vectors. This procedure calls for maximum performance of the aircraft, delaying flap retraction and quiet EPR cutback until on the 040 degree heading. I complied with all of these procedures exactly, but got an excited call for the initial turn from 175 degree at 1200', followed by a further turn to 360 degree. The departure controller then told jfk to stop departures because 'air carrier X is slow climbing and slow turning', all in a very agitated state. I believe that this all occurred due to two things: 1) the lga DME was off the air, so I had to wait to turn at 1500', and 2) the airplane was heavy (104,000 pounds), hence, slower climbing and turning, procedures limit bank angle to 15 degree until reaching vzf. Though all procedures were correct, these circumstances seem to have caused a conflict, and will probably do so again under similar conditions.

Title: ACR MLG DID NOT COMPLY WITH SID AFTER DEP CAUSING CTLR TO HOLD TRAFFIC.
Narrative: THERE APPEARS TO HAVE BEEN A TFC CONFLICT ON DEP FROM LGA, PROBABLY WITH JFK AIRSPACE. I WAS DEPARTING RWY 13 ON A LA GUARDIA THREE DEP/WHITESTONE CLIMB. THE SID CALLS FOR A TURN IMMEDIATELY AFTER TKOF TO A HDG OF 175 DEG, CLIMB TO 1500' OR THE LGA 3 DME WHICHEVER IS SOONEST. THEN A LEFT CLIMBING TURN TO 040 DEG FOR VECTORS. THIS PROC CALLS FOR MAX PERFORMANCE OF THE ACFT, DELAYING FLAP RETRACTION AND QUIET EPR CUTBACK UNTIL ON THE 040 DEG HDG.
