Narrative:
I had left the fat with a VFR clearance out of the arsa to san joaquin airport, which is 212 degrees, 26 DME from the clovis VOR. I was approximately 15 mi out when fat approach called and told me I had traffic at 1-2 O'clock at 3000'.I was at 2000'. I looked and saw the traffic and told fat approach that I had the traffic. Fat approach then told me to squawk 1200, frequency change approved. I kept a visibility with the traffic, which was converging with me. It was an small aircraft Y. As I was bout to pass under it, the small aircraft Y went into uncontrolled flight and spin, I guess. I had to maneuver abruptly to miss him. The small aircraft Y had made no clearing turns. I started to come around to let him see me when the kept doing aerobatics. Once he was established in straight and level flight, I pulled up beside him to try and get his #. He turned away. I proceeded to go on home west/O his north#. The FAA says that he told them that I was flying too close to him. I know he never saw me when he started his spins. Callback conversation with reporter revealed the following: reporter call in to inquire about identify strip. During conversation he said the FAA is after him for careless and reckless thing. The investigation is the result of trying to get the north# from aircraft Y. Reporter said he got about 100' away from the other aircraft before it turned away.

Title: CLOSE PROX 2 GA SMA ACFT. REPORTER SAW THE OTHER SMA START A SPIN AS HE WAS ABOUT TO PASS UNDER THE ACFT.

I STARTED TO COME AROUND TO LET HIM SEE ME WHEN THE KEPT DOING AEROBATICS. ONCE HE WAS ESTABLISHED IN STRAIGHT AND LEVEL FLT, I PULLED UP BESIDE HIM TO TRY AND GET HIS #. HE TURNED AWAY. I PROCEEDED TO GO ON HOME W/O HIS N#. THE FAA SAYS THAT HE TOLD THEM THAT I WAS FLYING TOO CLOSE TO HIM. I KNOW HE NEVER SAW ME WHEN HE STARTED HIS SPINS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING: RPTR CALL IN TO INQUIRE ABOUT IDENT STRIP. DURING CONVERSATION HE SAID THE FAA IS AFTER HIM FOR CARELESS AND RECKLESS THING. THE INVESTIGATION IS THE RESULT OF TRYING TO GET THE N# FROM ACFT Y. RPTR SAID HE GOT ABOUT 100' AWAY FROM THE OTHER ACFT BEFORE IT TURNED AWAY.
