Narrative:
On departure out of sna, and passing musel intersection, coast departure cleared us to 13000' and left to heading of 050 degrees. Once in the turn we were stopped on a heading of 120 degrees and handed off to another coast frequency, which was very congested. It was approximately 1-1 1/2 mins before they acknowledged us and told us to turn left to heading 340 degrees. We were unable to turn to that heading due to WX and requested heading of 070 degrees. Coast departure's next reply was that we were 1.5 mi inside restr area 2503 and that he observed no conflicting traffic. We were then cleared direct to oceanside VOR and handed off to ZLA.

Title: ACR MLG UNAUTH PENETRATION OF AIRSPACE DURING RADAR VECTOR IN CONJUNCTION WITH SID FROM SNA.
Narrative: ON DEP OUT OF SNA, AND PASSING MUSEL INTXN, COAST DEP CLRED US TO 13000' AND LEFT TO HDG OF 050 DEGS.
