Narrative:
Small aircraft X was cleared to land on runway 18 (3000 ft), hold short of runway 28 for departing traffic, small aircraft X acknowledged. Small aircraft X broke restriction, did a touch and go. He started departure roll as small aircraft Y on runway 28 crossed over intersection of runways. No immediate action on part of pilots taken. Small aircraft X was counseled. (Pilot just didn't 'hear' clearance, I should have double-checked).

Narrative: SMA X WAS CLRED TO LAND ON RWY 18 (3000 FT), HOLD SHORT OF RWY 28 FOR DEPARTING TFC, SMA X ACKNOWLEDGED. SMA X BROKE RESTRICTION, DID A TOUCH AND GO. HE STARTED DEP ROLL AS SMA Y ON RWY 28 CROSSED OVER INTXN OF RWYS. NO IMMEDIATE ACTION ON PART OF PLTS TAKEN. SMA X WAS COUNSELED. (PLT JUST DIDN'T 'HEAR' CLRNC, I SHOULD HAVE DOUBLE-CHKED).
