Narrative:

Departed iad en route sju. Level 10000 ft heading 140 degrees, awaiting climb clearance from dca departure. TCASII gave a TA, we observed aircraft on TCASII, 12 O'clock position, opposite direction, 900 ft below us, climbing and 10 mi away. Frequency 126.55 was clogged with conversation, could not get a word in. TA became an RA and commanded a climb. I immediately added power and climbed as copilot advised ATC of TCASII RA. Had a visual on VFR twin engine aircraft at 12 O'clock below and slightly to the left. We were about to return to our assigned altitude when ATC cleared us to climb to FL190. Controller working 126.55 was overloaded as he was working 2 frequencys.

WE WERE ABOUT TO RETURN TO OUR ASSIGNED ALT WHEN ATC CLRED US TO CLB TO FL190. CTLR WORKING 126.55 WAS OVERLOADED AS HE WAS WORKING 2 FREQS.
