Narrative:
Cleared for ILS approach to runway 24 at bdl and told by approach controller to contact tower. At that time, I (first officer) was also extending flaps as captain called for them. I checked approach plate for tower frequency, misread 120.3 for 120.8. Placed 120.8 in radio and reported final for runway 24. Thought I received landing clearance. We continued approach and checklists. On short final, 1/2 mi, descending 500 ft, I again called tower to verify landing clearance. Other aircraft were talking on frequency, thought tower was busy. We landed on runway 24. On rollout, captain told me tower frequency was 120.3 vice 120.8. We switched radio to proper frequency. Tower told us to turn off runway and contact ground. My assumptions of incident/lessons learned: 1) I was a little tired. Long day, keep guard up, read carefully. 2) late at night. When I made call on wrong frequency, I heard other aircraft talking, I assumed tower was not fully staffed. Perhaps tower controller was talking on ground or clearance. 3) about the time you feel like you have a good handle on this profession, you're served a heaping slice of humble pie.

Narrative: CLRED FOR ILS APCH TO RWY 24 AT BDL AND TOLD BY APCH CTLR TO CONTACT TWR. AT THAT TIME, I (FO) WAS ALSO EXTENDING FLAPS AS CAPT CALLED FOR THEM.
