Narrative:
We were taxiing in a beech 99 at point hope, ak. The wind was gusting to 40 KTS from the north reducing ground visibility to a mi. Flight visibility was at least 2 mi. Blowing snow was the factor in reducing the ground visibility. A citation was on short final landing on runway 1 when we were taxiing out. We saw the citation on short final before we taxied out on the runway. The jet landed on the r-hand side of the runway coming to within 50 to 75 ft of us. The problem is the published CTAF at point hope is 122.1, which is the same frequency as the kotzebue remote communication outlet for FSS. All the local airlines that fly into point hope use 122.9 for CTAF because kotzebue FSS gets too busy to answer all the traffic calls. The citation was not on 122.9 because they don't fly in there often. We were on 122.9 and 122.1 at the same time. We called taxiing on 122.9 and monitored 122.1. We didn't hear any calls from the citation. They need to change the CTAF at point hope to 122.9. The situation could have been disastrous.
Original NASA ASRS Text
Title: COMMUTER ENTERS RWY WITH ACFT ON FINAL. ACFT LANDS ON R SIDE OF RWY WITHIN 50 TO 75 FT.
Narrative: WE WERE TAXIING IN A BEECH 99 AT POINT HOPE, AK. THE WIND WAS GUSTING TO 40 KTS FROM THE N REDUCING GND VISIBILITY TO A MI. FLT VISIBILITY WAS AT LEAST 2 MI. BLOWING SNOW WAS THE FACTOR IN REDUCING THE GND VISIBILITY. A CITATION WAS ON SHORT FINAL LNDG ON RWY 1 WHEN WE WERE TAXIING OUT. WE SAW THE CITATION ON SHORT FINAL BEFORE WE TAXIED OUT ON THE RWY. THE JET LANDED ON THE R-HAND SIDE OF THE RWY COMING TO WITHIN 50 TO 75 FT OF US. THE PROB IS THE PUBLISHED CTAF AT POINT HOPE IS 122.1, WHICH IS THE SAME FREQ AS THE KOTZEBUE REMOTE COM OUTLET FOR FSS. ALL THE LCL AIRLINES THAT FLY INTO POINT HOPE USE 122.9 FOR CTAF BECAUSE KOTZEBUE FSS GETS TOO BUSY TO ANSWER ALL THE TFC CALLS. THE SIT COULD HAVE BEEN DISASTROUS.
