Narrative:
On feb/xx/95 from atl to rsw. We were issued a crossing altitude to cross pie VOR at 27000 ft. We were cruising at 33000 ft. I informed the captain of the crossing assignment well prior to pie, and he acknowledged. I was busy looking over the approach chart when I noticed we were about 8 DME north of pie VOR and still at 33000 ft. I immediately questioned the captain as to his intentions on descending. Unknown to me, he had tuned srq VOR into his radio and was basing his descent on srq VOR's DME. He instantly began a descent to 27000 ft. We were passing through 29700 ft. When center called and asked if we had a problem and to inform us that we were overhead the pie VOR. We stated that we were in our descent to 27000 ft and there were no more questions from center. He then transferred us to another frequency and controller. We reached 27000 ft approximately 7-8 DME past pie VOR. To my knowledge, there was no traffic conflict.

Title: ALT XING RESTR NOT MET. ALTDEV ALT UNDERSHOT IN DSCNT.
Narrative: ON FEB/XX/95 FROM ATL TO RSW. WE WERE ISSUED A XING ALT TO CROSS PIE VOR AT 27000 FT. WE WERE CRUISING AT 33000 FT. I INFORMED THE CAPT OF THE XING ASSIGNMENT WELL PRIOR TO PIE, AND HE ACKNOWLEDGED. I WAS BUSY LOOKING OVER THE APCH CHART WHEN I NOTICED WE WERE ABOUT 8 DME N OF PIE VOR AND STILL AT 33000 FT. I IMMEDIATELY QUESTIONED THE CAPT AS TO HIS INTENTIONS ON DSNDING. UNKNOWN TO ME, HE HAD TUNED SRQ VOR INTO HIS RADIO AND WAS BASING HIS DSCNT ON SRQ VOR'S DME. HE INSTANTLY BEGAN A DSCNT TO 27000 FT. WE WERE PASSING THROUGH 29700 FT. WHEN CTR CALLED AND ASKED IF WE HAD A PROB AND TO INFORM US THAT WE WERE OVERHEAD THE PIE VOR. WE STATED THAT WE WERE IN OUR DSCNT TO 27000 FT AND THERE WERE NO MORE QUESTIONS FROM CTR. HE THEN TRANSFERRED US TO ANOTHER FREQ AND CTLR. WE REACHED 27000 FT APPROX 7-8 DME PAST PIE VOR. TO MY KNOWLEDGE, THERE WAS NO TFC CONFLICT.
