TCASII RA conflict is an almost foregone conclusion when departing phx on the eagul 3 SID off runway 8L/right using normal noise abatement procedures -- if there are any VFR aircraft just east of the class B airspace at 3000 ft as was our case. VFR aircraft was under ATC radar flight following at 3000 ft approximately 6 mi east of pxr VOR. The eagul 3 SID restricts you to 'at or below 3000 ft' crossing VOR. You continue climbing east (075 degree radial) to the 4 DME then turn north (020 degrees). Typical departure -- hot, heavy and using noise abatement procedure thrust settings -- you barely meet minimum climb gradient (350 ft per NM). If VFR aircraft is just outside class B as you start your turn at 4 DME you are sure to get a TCASII RA. Either change the airspace, change the SID, or forget noise abatement climb.
