Narrative:
I was flying direct to hector VOR in climb out from phoenix drake departure en route to burbank. The captain read back and I acknowledged a climb to FL330 from ZAB. Passing FL318, ATC directed us to descend back to FL310, our cleared altitude. After leveling at FL310 the captain apologized to ATC. The controller said it was no problem.
