Narrative:

I was working local control. A supervisor was working ground control, clearance delivery and flight data combined. A cessna had done 4 touch and goes on runway 32 and was mid-field downwind for a full stop landing. I asked the cessna for a short approach so as not to delay the bonanza. I cleared the cessna to land on runway 32. The cessna was now on short final for runway 32 and asked what was on the runway. A truck was about 1/3 of the way down runway 14. I sent the cessna around. I turned to the ground controller and said 'you really need to tell me when you put a truck on the runway.' the controller looked up from the magazine he was reading and took the airport vehicle that he had cleared onto the runway off. Factors: nighttime, the truck was traveling at right angles to me and was nearly invisible from the tower. Inattention. Procedures, I believe vehicles on the runway should talk to local not ground.

Title: GND CTLR CLRED AN ARPT VEHICLE ONTO RWY 14 WITHOUT COORD WITH THE LCL CTLR. A CESSNA SHORT FINAL WAS SENT AROUND.

Narrative: I WAS WORKING LCL CTL. A SUPVR WAS WORKING GND CTL, CLRNC DELIVERY AND FLT DATA COMBINED. A CESSNA HAD DONE 4 TOUCH AND GOES ON RWY 32 AND WAS MID-FIELD DOWNWIND FOR A FULL STOP LNDG. I ASKED THE CESSNA FOR A SHORT APCH SO AS NOT TO DELAY THE BONANZA. I CLRED THE CESSNA TO LAND ON RWY 32. THE CESSNA WAS NOW ON SHORT FINAL FOR RWY 32 AND ASKED WHAT WAS ON THE RWY. A TRUCK WAS ABOUT 1/3 OF THE WAY DOWN RWY 14. I SENT THE CESSNA AROUND. I TURNED TO THE GND CTLR AND SAID 'YOU REALLY NEED TO TELL ME WHEN YOU PUT A TRUCK ON THE RWY.' THE CTLR LOOKED UP FROM THE MAGAZINE HE WAS READING AND TOOK THE ARPT VEHICLE THAT HE HAD CLRED ONTO THE RWY OFF. FACTORS: NIGHTTIME, THE TRUCK WAS TRAVELING AT R ANGLES TO ME AND WAS NEARLY INVISIBLE FROM THE TWR. INATTENTION. PROCS, I BELIEVE VEHICLES ON THE RWY SHOULD TALK TO LCL NOT GND.
