Narrative:
I left spi at approximately XX30 pm on mar/wed/98, on an IFR flight plan to bmi. I informed the controller at bmi that I had bmi in sight at about 20 mi out and was cleared for a visual approach to runway 2. When the runway was in sight I informed the controller and I was cleared to land. I noticed that the runway lights were not on, but since it was dusk I did not mention this fact to the controller. As I flared to land I noticed the runway number was pointed out. After landing and shutdown, I informed the line crew that there were snowdrifts on the runway. The line crew called the tower and that was my first indication that I had landed on the wrong runway, runway 3. When I was given instructions to land on runway 2, I was on runway 3's approach and did not see runway 2's approach lights at the angle I was flying. When I filed my flight plan, I did not receive a NOTAM regarding runway 3's closure. The tower informed me later that runway 3 had been closed since november 1997. The approach plates show runway 3 on the chart, and does not indicate it is closed. According to the airport facility directory, dated current, runway 3/21 is available for day VFR only.

Title: AN SMT CHARTER ACFT LANDS ON A CLOSED RWY AT BMI, IL. IT WAS DUSK AND THE PLT MADE A VISUAL APCH TO RWY 3, A SHORT, UNLIT RWY THINKING IT WAS RWY 2, A LONGER, LIT, RWY.
Narrative: I LEFT SPI AT APPROX XX30 PM ON MAR/WED/98, ON AN IFR FLT PLAN TO BMI. I INFORMED THE CTLR AT BMI THAT I HAD BMI IN SIGHT AT ABOUT 20 MI OUT AND WAS CLRED FOR A VISUAL APCH TO RWY 2. WHEN THE RWY WAS IN SIGHT I INFORMED THE CTLR AND I WAS CLRED TO LAND. I NOTICED THAT THE RWY LIGHTS WERE NOT ON, BUT SINCE IT WAS DUSK I DID NOT MENTION THIS FACT TO THE CTLR. AS I FLARED TO LAND I NOTICED THE RWY NUMBER WAS POINTED OUT. AFTER LNDG AND SHUTDOWN, I INFORMED THE LINE CREW THAT THERE WERE SNOWDRIFTS ON THE RWY. THE LINE CREW CALLED THE TWR AND THAT WAS MY FIRST INDICATION THAT I HAD LANDED ON THE WRONG RWY, RWY 3. WHEN I WAS GIVEN INSTRUCTIONS TO LAND ON RWY 2, I WAS ON RWY 3'S APCH AND DID NOT SEE RWY 2'S APCH LIGHTS AT THE ANGLE I WAS FLYING.
