Narrative:

A passenger in xa reported that the passenger in xb was touching him in an unwelcome manner. We reseated xa. The passenger in yb reported that xb was kicking and pushing on his seat. I asked xb to put his feet down and keep them to himself. Later, yb said that xb was touching him and rubbing his shoulders. We reseated yb. On a cabin walk-through, I observed xb kicking ya's seat. I firmly told him to stop and keep his feet off other seats. During the flight, I noticed that xb had his belt undone and his shorts partially unzipped. I kept watching him and reporting his actions to the purser. He was putting his hands on his crotch and rubbing himself. Eventually, he totally exposed himself and was fondling himself. The purser and crew member came back to talk to him. By then, xb had removed his shirt, also. He was asked to put his shirt back on, zip his pants and behave for the remainder of the flight -- which he did. After arriving in lgw, he was handcuffed and arrested.

Narrative: A PAX IN XA RPTED THAT THE PAX IN XB WAS TOUCHING HIM IN AN UNWELCOME MANNER. WE RESEATED XA. THE PAX IN YB RPTED THAT XB WAS KICKING AND PUSHING ON HIS SEAT. I ASKED XB TO PUT HIS FEET DOWN AND KEEP THEM TO HIMSELF. LATER, YB SAID THAT XB WAS TOUCHING HIM AND RUBBING HIS SHOULDERS. WE RESEATED YB. ON A CABIN WALK-THROUGH, I OBSERVED XB KICKING YA'S SEAT. I FIRMLY TOLD HIM TO STOP AND KEEP HIS FEET OFF OTHER SEATS. DURING THE FLT, I NOTICED THAT XB HAD HIS BELT UNDONE AND HIS SHORTS PARTIALLY UNZIPPED. THE PURSER AND CREW MEMBER CAME BACK TO TALK TO HIM. BY THEN, XB HAD REMOVED HIS SHIRT, ALSO. HE WAS ASKED TO PUT HIS SHIRT BACK ON, ZIP HIS PANTS AND BEHAVE FOR THE REMAINDER OF THE FLT -- WHICH HE DID. AFTER ARRIVING IN LGW, HE WAS HANDCUFFED AND ARRESTED.
