Narrative:
On departure from ewr runway 4L (ewr 6 departure SID), began turn to 060 degrees. After safe turn altitude of 400 ft, contacted departure control and issued 040 degree heading. Began turn to comply. TCASII traffic +300 followed by RA 'monitor vertical speed.' took action to turn away from traffic symbol (left) and decreased climb. Once clear of TCASII alert, resumed issued instructions and reported incident to ZNY.
