Narrative:
Prior to departure; the captain called and questioned the MEL's for this aircraft. On placard were system 21-19B and 21-14A. MEL 21-19B is the pack re-set switch. The proviso for that MEL is to placard the pack under 24-14A. A proviso for 24-12A is that both 24-19A pack re-set switches are operative. So now you have a pack reset switch and a pack inoperative on the same side. Logic says that you would need to reset a pack that was turned off. The MEL does not read that way.

Title: AN LGT CAPT QUESTIONS THE DEFERRED ITEM PLACARDS ON THIS AIRPLANE AND THE MEL LOGIC. ITEM DEFERRED AND PLACARDED WAS A PACK RESET SWITCH.
Narrative: PRIOR TO DEP; THE CAPT CALLED AND QUESTIONED THE MEL'S FOR THIS ACFT. ON PLACARD WERE SYS 21-19B AND 21-14A. MEL 21-19B IS THE PACK RE-SET SWITCH. THE PROVISO FOR THAT MEL IS TO PLACARD THE PACK UNDER 24-14A. A PROVISO FOR 24-12A IS THAT BOTH 24-19A PACK RE-SET SWITCHES ARE OPERATIVE. SO NOW YOU HAVE A PACK RESET SWITCH AND A PACK INOP ON THE SAME SIDE. LOGIC SAYS THAT YOU WOULD NEED TO RESET A PACK THAT WAS TURNED OFF. THE MEL DOES NOT READ THAT WAY.
