Narrative:
I was working local control at bdl. A DA40 was cleared to land runway 24. As aircraft X passed the landing threshold; I thought I put aircraft Y into 'position and hold' runway 24. I actually told aircraft Y 'cleared for takeoff.' aircraft Y asked about aircraft X; but I didn't catch it; thinking aircraft Y was just position and hold. Aircraft Y started his takeoff roll with aircraft X still on the runway. I saw aircraft Y rolling; and told him to stop. I then told aircraft Y that his clearance was for 'position and hold' only. That's when aircraft Y informed me that I cleared him for takeoff.

Title: BDL LCL CTLR EXPERIENCED OPERROR WHEN CLRING AN ACFT FOR TKOF WITH LNDG TFC STILL ON THE RWY.
Narrative: I WAS WORKING LCL CTL AT BDL. A DA40 WAS CLRED TO LAND RWY 24. AS ACFT X PASSED THE LNDG THRESHOLD; I THOUGHT I PUT ACFT Y INTO 'POS AND HOLD' RWY 24.
