Unable to hold altitude assigned due to significant downdrafts and underpowered aircraft. Stall warning was sounding and groundspeed decreased to 66 knots over mountain crests. Needed lower which ATC [was] kind enough to allow in visual conditions; but altitude not appropriate for VFR on top heading west (13;500).

Title: AA5 pilot reports inability to maintain 14;000 foot VFR on top clearance while crossing the Sierras; west of HTH; due to down drafts.
Narrative: Unable to hold altitude assigned due to significant downdrafts and underpowered aircraft. Stall warning was sounding and groundspeed decreased to 66 knots over mountain crests.
