Narrative:
Small aircraft X while cruising at 9500 ft a military T-34 was observed in a diving left turn 180 degrees from my line of flight. Corrective action was taken and both passed each others left wing within 100 ft. No suggestion at this time. Since this is the second time this has occurred, it is felt that this situation may have been intentional or deliberate to scare me.
